(The Mayon Framework)
This Sovereign Node Auction & Bidding Protocol (hereinafter "The Mayon Framework") establishes the binding legal conditions and operational procedures for the allocation of 195 Sovereign Nodes across global jurisdictions.
NeverMissed Licensed Trust (the "Trust") provides an integrated 10-layer sovereign infrastructure designed to secure national capital flows, carbon verification, and institutional integrity. The Mayon Framework is designed to prioritize "Founding Member" access to nations capable of meeting the "Verify or Walk Away" standard, ensuring that digital sovereignty is granted to entities with verified intent and technical readiness.
3.1. Absolute Verification: Participation in the auction is contingent upon absolute, machine-verifiable proof of intent and capital. The Trust does not recognize "Participation Trophy" security or manual, unverified documentation.
3.2. Verify or Walk Away (No-Negotiation Gate): The Trust will not enter negotiations, pricing discussions, scheduling discussions, technical scope discussions, or grant any preferential allocation status unless and until the bidding entity provides verifiable proof of (a) capital, and (b) sovereign intent, in accordance with the Sovereign Auction Intake Funnel (Article IV). Any request to negotiate prior to verification constitutes a "Fail to Verify" event and triggers an immediate cessation of communications.
3.3. Automatic Rejection: Any submission, Letter of Interest (LOI), or financial instrument that fails digital fingerprinting, metadata verification, or escrow verification will result in the immediate and permanent disqualification of the bidding entity.
Sovereign Auction Intake Funnel (Mandatory)
The following three (3) stages are mandatory gating requirements and operate as a condition precedent to any allocation, negotiation, or deployment commitment by the Trust.
Bidders must submit a formal Letter of Interest signed by a cabinet-level official or authorized sovereign representative. The LOI must be secured via (a) a cryptographically verifiable digital signature and (b) a verified digital fingerprint (including hash and metadata integrity). Failure to provide a cryptographically secure signature and verified digital fingerprint constitutes a "Fail to Verify" event, triggering an immediate cessation of communications.
Qualified bidders must undergo a 24-hour stress test using a sandboxed instance of FraudShield-AIT™ to expose current fiscal leakage and control weaknesses. This involves passing a sample of national grant, subsidy, procurement, or financial disbursement data through the sandbox environment. The bidder must demonstrate the capacity to ingest real-time verification results and respond to enforcement outputs within operational time constraints.
Bidders must place the Founding Bid of $1.98M USD into a Trust-approved escrow facility as the mandatory entry requirement for "Founding Member" consideration. Upon verification of funds and satisfaction of Stages 1 and 2, the entity is granted "Founding Member" status and assigned a priority slot for Node deployment (subject to the Regional Anchor Node rule in Article V).
5.1. The Land Grab Principle / Regional Anchor Node Rule: Sovereign Nodes are allocated on a first-come, first-served basis by region, with priority assigned strictly by the order of verified bids (i.e., completion of Stage 3 with escrow verification under Article IV).
5.2. Anchor vs. Sub-Node Status (Neighbor Priority): The first nation in a specific corridor to complete Stage 3 and have its bid verified becomes the Regional Anchor Node. If a neighboring nation bids first and is verified, the second country is relegated to Sub-Node status. Sub-Nodes may be required to integrate with the Anchor Node for cross-border audit compliance and interoperability.
5.3. Strategic Inaction: Failure to secure a Sovereign Node while a regional neighbor successfully deploys the Mayon Protocol results in a de facto loss of digital sovereignty, as regional capital flows will be subject to the verification standards of the Anchor Node.

The auctioning of a Sovereign Node does not constitute a transfer of "The Hard Basket" or the underlying intellectual property. The Trust retains absolute ownership of the core logic derived from the 34-year development period. Any attempt by a bidding entity or foreign power to coerce, restrict, or forcefully acquire the "Cognitive Capital" (the Builder) will trigger a "Sovereign Lockdown," rendering the Node instance dark and the local stack inaccessible.
The Trust reserves the right to terminate any bid at any stage if the bidding entity demonstrates "Institutional Sabotage" or fails to maintain the "Verify or Walk Away" standard. Allocations are final upon the execution of the Master Sovereign Licensing Agreement (Doc ID: b2a5429c-02b6-4526-90db-ad471dc61661).
